Sourcing knitwear from Nepal: a guide for French buyers — duty, EPR, and the paperwork that matters

France is one of Europe’s great apparel markets — about €23.4 billion of clothing imports in 2024, among the six countries that take nearly three-quarters of all EU apparel imports, and with some of the highest retail prices in Europe sitting on top of competitive import prices. Nepal is already on the French map: textiles make up around 80% of what France imports from Nepal — knitwear, garments, carpets, pashmina. This guide covers what a French importer, distributor, or brand should know about going one step further and sourcing knits directly — including the compliance layer France runs that nowhere else does.

The duty and VAT position

Nepal-made knits enter the EU at 0% duty under Everything But Arms versus the 12% MFN rate on Chinese- or Indian-made garments, claimed via a REX statement on origin, with single-transformation rules — cut and sew in Nepal qualifies even with imported fabric. French import VAT is a non-event since 2022: the 20% is automatically reverse-charged on your CA3 return (autoliquidation) rather than paid at the border — no cash-flow hit. Refashion: the world’s oldest textile EPR — and why your factory choice affects it

France invented textile EPR in 2007. If you place new clothing on the French market — as importer or own-brand seller — you are the “metteur en marché”: registration with Refashion, an IDU identifier from ADEME, and an eco-contribution on every garment. The money is small; the structure matters:

  • Declared properly by category, the contribution is centimes: roughly <strong>2–8 cents per garment</strong> for tees, polos, and sweats on the current barème.
  • The trap is the <strong>simplified flat rate — about €0.53 per piece</strong>, some 15× the detailed rate — which is where importers land when they lack clean per-category product data.
  • Certified products earn money back: an <strong>eco-modulation bonus</strong> applies for GOTS, OEKO-TEX Made in Green and similar labels, plus bonuses for recycled content and durability.
  • Non-registration is the real risk: fines can reach €7,500 per unit for a company, and Refashion can back-bill up to four years of contributions.

Here’s the supplier connection: your factory can’t pay the eco-contribution for you — but it decides whether your déclaration is painless. AGEC: labels and traceability, handled at the factory

French law adds two more layers: the Triman logo with Info-tri sorting signage on the product or hangtag, and — for larger sellers — a traceability display naming the country of knitting, dyeing/printing, and making-up for each garment. Both are straightforward when the factory cooperates and painful when it doesn’t. France’s promotional-products market — l’objet média — is worth around €2 billion, with textiles among its top categories, a 210-member federation (2FPCO), and its own major trade show: CTCO in Lyon each February, which drew around 12,000 professionals last edition. French workwear adds another ~€600 million market — a third of French workers wear professional clothing.
