Proforma vs commercial invoice, and every other document in your garment shipment

A garment shipment is really two shipments: the goods in cartons, and the paper that lets them move. Miss or mismatch one document and a container sits at port accruing charges while emails fly. This is the whole paper trail in the order it appears, written by the people who prepare it.

The documents, in order of appearance

The consistency rule customs actually enforces

Customs doesn’t read documents, it cross-references them. Invoice quantity vs packing list. Invoice value vs your bank transfers. Declared composition vs the garment a lab might test. Origin claims vs the transport route. Every mismatch is a flag, and flags become inspections, and inspections become weeks. Who does what

The factory issues the proforma, commercial invoice, packing list, and origin document, and books the inspection. The carrier or forwarder issues the B/L. You (or your broker) file the import declaration using all of the above. What is the difference between a proforma and a commercial invoice?
A proforma invoice is the quote-as-a-document, issued before production to confirm goods, prices and terms, and often used for deposits or import permits. The commercial invoice is the real bill, issued at shipment, and it’s what customs uses to assess duty. Same layout, completely different legal weight.
Can I pay a deposit against a proforma invoice?
Yes, that’s its main job. The proforma states exactly what you’re buying and on what terms; your 30% deposit references it. The commercial invoice later must match it (or document the agreed changes).
What documents do I need to import clothing?
The standard set: commercial invoice, packing list, transport document (bill of lading or air waybill), and the origin document for your market (EU REX statement, UK origin declaration, Canada B255, Japan Form A). Some buyers add an inspection certificate.
What errors delay customs clearance?
Mismatches: invoice value vs payment records, invoice vs packing-list quantities, declared fibre composition vs the actual garment, and origin documents with wrong or missing data. Customs cross-checks; consistency across documents is the whole game.
