Children’s clothing manufacturing: the safety rules that actually apply

Children’s clothing is the most regulated category in apparel — and for the darkest of reasons: the rules were written from accident data. It’s also one of Europe’s biggest markets (the UK alone is its largest childrenswear market, worth over $12 billion), full of small brands who struggle to find factories willing to run small batches with the compliance done properly. We make kids’ knits and co-ord sets, so this guide covers what the rules actually say — and what a factory should be doing about them before fabric is ever cut.
Cords and drawstrings: the rule that matters most
The European standard EN 14682 exists because of two kinds of accident: hood cords strangling young children caught on playground slides, and waist cords dragging older children caught in bus doors and ski lifts. Its core rules:
- For young children — under 7, up to and including 134 cm height — <strong>no drawstrings or cords at all in the hood and neck area</strong>. Not short ones. None.
- For older children, neck-area cords may not have free ends, and adjusting loops are tightly limited.
- Waist drawstrings are limited to short free ends (roughly 14 cm with the garment open flat), and cords emerging from the <strong>back</strong> of a garment aren’t allowed at all.
- Hem cords below the crotch must not hang below the garment edge; ankle-length hems must keep cords fully inside.
This is enforced: dangerous cords are one of the most common reasons children’s clothing appears on the EU’s Safety Gate alerts — thousands of notifications over the years — and the US actively recalls for it (a five-style hooded-top recall ran as recently as February 2026). The US rule is even blunter: hood and neck drawstrings are prohibited outright in sizes 2T–12, and waist drawstrings must be short, toggle-free, and bar-tacked at the midpoint.
Small parts — and the strength of what’s attached
For under-3s, anything that can detach is a choking hazard: buttons, beads, pom-poms, appliqués. The UK’s childrenswear code of practice (BS 7907) is the reference brands audit against, and the working benchmark is that trims should survive a pull test of about 70 newtons — roughly 7 kg — without detaching. Good kidswear design goes further: avoid 3D trims on baby garments entirely, and trim loose threads rigorously — untrimmed threads inside sleeves and footed garments cause tourniquet injuries to infant fingers and toes, a hazard most people have never heard of and every kidswear factory should design against.
Chemicals: what’s legally limited in kidswear
- <strong>Azo dyes</strong> releasing carcinogenic amines are banned in skin-contact textiles (EU REACH).
- <strong>Formaldehyde</strong> in clothing is legally capped at 75 mg/kg in the EU.
- <strong>Phthalates</strong> are limited in any plasticised material — which means <strong>plastisol prints</strong>, the classic kidswear decoration, are squarely in scope.
- <strong>Nickel release</strong> from snaps, zips, and buttons is capped for prolonged skin contact.
The practical way to clear all of this at once is OEKO-TEX Standard 100, Class I — the baby class, covering children up to 36 months. It tests every component — fabric, thread, buttons, prints, labels — to limits stricter than the law: formaldehyde must be non-detectable, heavy-metal limits tighten several-fold, and Class I uniquely requires colour fastness to saliva, because babies chew their clothes. The sleepwear trap
Flammability rules concentrate on nightwear, and they’re easy to stumble into. In the UK, children’s nightwear must meet the low-flammability standard or carry mandatory warning labelling — with pyjamas and babies’ garments exempt from the performance test but not from the labelling duty. In the US it’s sharper still: children’s sleepwear must self-extinguish under 16 CFR 1615/1616 unless tight-fitting or infant-sized — and here’s the trap for knit brands: cosy loungewear marketed with words like “snuggle” or “bedtime” can be classified as sleepwear by how it’s marketed, inheriting the whole regime. Your product copy is part of your compliance.
Selling to the US: CPSIA in one paragraph
Children’s products (12 and under) need third-party testing at a CPSC-accepted lab, backing a Children’s Product Certificate issued by the US importer, plus a permanent tracking label (who made it, where, when, which batch). Useful nuance: ordinary dyed textiles are exempt from lead testing — but buttons, snaps, zips, and prints are not, which is why component selection at the factory decides how painful your testing bill is.
What a compliance-literate factory does — before you ask
- Zone-checks every cord and trim against the standard at <strong>tech-pack stage</strong>, by intended size range — catching the 134 cm boundary before sampling, not at inspection.
- Buys trims from certified suppliers and keeps the chemical paperwork per component.
- Runs a controlled needle policy — locked needle store, one-for-one broken-needle exchange with a log — and passes <strong>100% of children’s garments through a calibrated metal detector</strong>.
- Pull-tests buttons and snaps in-house, with accredited-lab reports for production approval.
- Hands over the documentation pack your market needs: test reports, OEKO-TEX certificates, batch traceability for EU product-safety rules or a US CPC.
Kidswear safety isn’t a test you pass at the end — it’s a hundred small decisions at the design stage. The recall notices are written about factories that made those decisions casually.
